Tables 1 through 3 provide detailed information concerning default import assessment rates for the National Dairy Promotion and Research Program per the proposed rule.   Table 1 lists the default rates for each HTS code. Table 2 provides a key to the short references listed in Table 3. In Table 3, a description is listed for each product as provide by the U.S. International Trade Commission (ITC). While the descriptions provided by the ITC are helpful, the only definitive descriptions are provided in the Harmonized Tariff Rate Schedule of the United States (HTS, http://www.usitc.gov/tata/index.htm). The unit of measure used for the dairy import assessment is the First Unit of Measure listed in the HTS. Several sources were used to determine the default assessments rates.
