We examine a program that would assess producers at various levels and would return the pool of assessment dollars to all producers who had not produced more milk than a percentage of their own historic level. The total amount of money collected under the assessment program are paid out to par- ticipating farmers, who in turn agree not to increase their milk production by more than an allowable percentage increase per year. Different values of the allowable annual percentage increase in production for participating farms are also analyzed. Together, the per cwt assessment and the allowable percentage increase for participating farms are the two key policy variables analyzed with the model. Payments to participating farms are based on the amount of milk production (that is there are no payment caps based on total production per farm). Refunds are paid out to participating farmers with a delay of either one year or one quarter.
