This is the third in a series of brief reports that document the current state of the Wisconsin dairy industry and evaluate factors that will influence its evolution. This installment addresses the Dairy Price Support Program and Federal Milk Marketing Orders, which are the primary methods of direct federal intervention in dairy markets. These longstanding programs are described and evaluated, both generally and more narrowly from the perspective of their effects on Wisconsin dairy farmers and processors. We end the paper by offering a set of policy guidelines that, in our judgment, would promote market orientation and enhance the competitive environment for Wisconsin dairying.
