Spreadsheet Model Created Showing Impacts of New California 4b Pricing

A new spreadsheet model has been added to the website’s collection of software that shows the impacts of California’s recent changes to the 4b pricing formulas.  Simulated values over the 2005-2007 period are used to show these impacts.
